I think, if this guy is proven guilty, they should hang him by his balls until the buzzards eat his carcass. Imagine giving false hope to what must be the millions of HIV infected people around the world by, in sum and substance, falsifying lab results to show that you are on the verge of creating an immunization for the HIV.
